    Tim Moss CBE representing United Kingom Tim Moss CBE Past President and Executive Committee Member REPRESENTING: United Kingdom Companies House Tim Moss was the former Registrar of Companies for the UK and Chief Executive of Companies House. He moved from that role to become the Comptroller General and CEO of UK Intellectual Property Office. He was appointed to the role of Registrar in March 2012. He was the 31st Registrar in a line going back to 1844. Tim was awarded the CBE in the Queen’s Birthday Honours in 2016. Tim joined CH in 2002 and has held many senior positions within the organisation covering operational and corporate functions, leading the digital transformation, various legislative reforms and the move to open data. Before joining CH Tim spent 12 years in senior operational roles in the manufacturing industry, he has a Natural Sciences degree from Cambridge University, an MBA from Swansea University and lives on a farm in South Wales. In 2013 Tim became the first ever President of CRF; he sat on the ECRF Steering Committee and was Conference Director for the Joint CRF & ECRF Conference in 2016. The Central register is self-financed government institution, which is currently in a process of upgrading the existing solutions with a new comprehensive service model – covering all significant aspects that directly affect the quality of services.     Adel Chouari representing Tunisia Adel Chouari 2025 Conference Director REPRESENTING: Tunisia National Center for Business Register Adel Chouari serves as the founder and Director General of the Tunisian Business Registry. With a distinguished career spanning over 25 years at the National Institute for Standardization and Industrial Property (INNORPI). After earning his master’s degree in communication and journalism from the Institute of Press and Information Science (IPSI) in Tunis in 1992, Chouari began his career at INNORPI in 1993. His early roles included serving as a communications officer and subsequently as a project manager for the digitization of invention patent documents. In these capacities, he established the first unit for disseminating information contained in patent documents and founded the Tunisia Academy of Industrial Property. Chouari has pursued extensive training in trademark and patent protection, engaging with prestigious organizations such as the World Intellectual Property Organization (WIPO) in Geneva, the European Patent Office (EPO) in Munich and US Patent and trademark office (USPTO) in Washington. As a project manager, he played a pivotal role in modernizing INNORPI's industrial property information system and spearheaded the institution’s digital transition. In 1996, Chouari was tasked with managing the Central business Registry, overseeing the dissemination of legal and economic information on companies gathered from local business registries at courts. This role provided him with valuable insights into the register’s economic significance and its role in safeguarding third-party rights and enhancing transparency. Driven by a strong belief in the trade registries value, Chouari embarked on a mission to modernize the Tunisian Business registry legislation and IT system. In 2010, he launched the first Tunisian governmental website for accessing to companies’ documents and data. By 2017, as Tunisia classification on the Financial Action Task Force's (FATF) grey list, Chouari led a comprehensive overhaul of the legislative and regulatory framework governing the business registry system culminating in the creation of the National Business Register in October 2018 including beneficial owner registry. In 2022, founded the AFREC the Alliance of Business Registries of French speaking countries.     Conductor Paul Masena representing Botswana Conductor Paul Masena Executive Committee REPRESENTING: Botswana Companies and Intellectual Property Authority (CIPA) Mr Conductor Paul Masena was appointed as the inaugural Registrar General of CIPA in August 2013. He is charged with driving the strategic direction of the Authority and ensuring that CIPA delivers its mandate as per the Companies and Intellectual Property Authority Act, 2011. Mr Masena joined the then Registrar of Companies and Intellectual Property Authority (ROCIP) in 1999 as a Commercial Officer and rose through the ranks to Commercial Officer – Head of Companies and Business Names (2001), Senior Commercial Officer – Head of Copyright Section (2003), Principal Commercial Officer – Head of Companies Division (2007), Deputy Registrar (2009), Registrar (2011), until he become the Registrar General at the newly created parastatal (CIPA). He is credited with putting in place processes that significantly reduced the turn-around times for registering companies in Botswana, spearheading the amendments of the Companies Act, Copyright Act and the Industrial Property Act, and leading the transformation of ROCIP to an autonomous body. Mr Masena has also cemented CIPA’s relationship with international bodies such as the World Intellectual Property Organisation (WIPO), African Regional Intellectual Property Organisation (ARIPO) and the Corporate Registers Forum among others, ensuring that all CIPA activities are based on international standards. A seasoned professional who has extensive experience in both Copyright and Industrial Property, Mr Masena was elected to chair ARIPO Administrative Council from 2009 to 2011. During his tenure as chairperson, ARIPO adopted the Swakopmund Protocol on Traditional Knowledge and Expressions of Folklore, approved a new organogram transforming ARIPO into a more effective organisation and registered a surplus budget.
