Martin led the Policy, Strategy and External Communications functions at CH for 4 years, leading the agency’s contribution to the development of the Economic Crime (Transparency and Enforcement) Act and the Economic Crime and Corporate Transparency Act. Martin now leads the Intelligence and Law Enforcement Engagement Directorate, implementing the creation of a new Intelligence Hub, developing a new approach to compliance and enforcement and leading on the implementation of the Register of Overseas Entities. Tuifaasisina Sieni Tualega-Voorwinden representing Samoa Tuifaasisina Sieni Tualega-Voorwinden Executive Member - Global REPRESENTING: Samoa - SIFA Samoa International Finance Authority Mrs. Sieni Voorwinden is the CEO of the Samoa International Finance Authority. In this role she is the Registrar and Regulator of all international entities registered and licensed in and within Samoa. She has over 15 years’ experience in international financial services. She has been instrumental in the development of Samoa’s International Finance Sector, spearheading the establishment of the Samoa International Business Finance Centre Ltd, which is the commercial and marketing arm of the Authority. Sieni is a leading member of National Working Groups addressing various issues relating to the International Finance Sector and is the co-lead negotiator on behalf of Samoa in Samoa’s efforts to delist from the EU Blacklist. She is the lead for Samoan delegations to the OECD Global Forum Peer Review Group on Exchange of Information for Tax transparency as well as other International Standard Setting bodies such as the Group of International Finance Centre Supervisors, Asia Pacific Group on AML/CFT. Sieni has a wealth of experience in compliance, legal and business development initiatives, and is often called upon by international organizations to share insights on these key issues. She is a strong advocate for the Pacific Region in finding solutions for the decline in Correspondent Banking Relationships in the Pacific. Sieni is a lawyer by profession and holds a Conjoint Degree – Bachelor of Arts and Law from University of Auckland, NZ. She is in her second term as the SIFA Chief Executive Office. Prior to her appointment as SIFA CEO in 2020, she was employed as the Chief Operations Manager – of The Cause Collective New Zealand, a Pacific social change agency based in Auckland New Zealand. She holds the traditional chiefly titles of Tuifaasisina from her mother’s family in Falelatai and the title Toeolesulusulu from her father’s family in Satupuala, both villages on the South West Coast of Upolu in Apia Samoa. Between 1993 and 2005, Michael held the position of ICT General Operations Manager for the Ministry of Economic Development. Within the Companies Office, Michael is responsible for the delivery of all New Zealand Companies Office services mainly through electronic systems and the internet for registers relating to Companies, Personal Properties Securities, Superannuation Funds, Incorporated Societies, Building Societies, Charitable Trusts, Unit Trusts, Friendly Societies Motor Vehicles Traders and Credit Unions. Michael also oversees the New Zealand Companies Office international registry reform projects within developing countries, working extensively in the Pacific region and in Africa. Ada Chung representing Hong Kong Ada Chung Previous Executive Committee Member and Conference Chair 2017 REPRESENTING: Hong Kong, China Companies Registry Ms Ada Chung served as the Registrar of Companies for Hong Kong from 2007 until 2020. Ms Chung took up the role of the privacy commissioner for Hong Kong in September 2020. In her role on the CRF Executive Committee Ms Chung served as the CRF Treasurer for thirteen years. Ms Chung hosted the 2017 CRF Annual Conference. Ms Chung is a barrister-at-law and a Certified Public Accountant. She was appointed as the Registrar of Companies of Hong Kong in August 2007 and in the role was heavily involved in the rewrite of the Companies Ordinance, the implementation of the new Companies Ordinance and the introduction of electronic company incorporation and electronic filing of company information in Hong Kong. As a representative of the Financial Secretary, Ms Chung is an ex-officio council member of the Hong Kong Institute of Certified Public Accountants. She also sat on the Financial Reporting Council. Before her appointment as the Registrar, she was a Deputy Law Officer and headed the Civil Litigation Unit of the Civil Division of the Department of Justice.
