Tuifaasisina Sieni Tualega-Voorwinden representing Samoa Tuifaasisina Sieni Tualega-Voorwinden Executive Member - Global REPRESENTING: Samoa - SIFA Samoa International Finance Authority Mrs. Sieni Voorwinden is the CEO of the Samoa International Finance Authority. In this role she is the Registrar and Regulator of all international entities registered and licensed in and within Samoa. She has over 15 years’ experience in international financial services. She has been instrumental in the development of Samoa’s International Finance Sector, spearheading the establishment of the Samoa International Business Finance Centre Ltd, which is the commercial and marketing arm of the Authority. Sieni is a leading member of National Working Groups addressing various issues relating to the International Finance Sector and is the co-lead negotiator on behalf of Samoa in Samoa’s efforts to delist from the EU Blacklist. She is the lead for Samoan delegations to the OECD Global Forum Peer Review Group on Exchange of Information for Tax transparency as well as other International Standard Setting bodies such as the Group of International Finance Centre Supervisors, Asia Pacific Group on AML/CFT. Sieni has a wealth of experience in compliance, legal and business development initiatives, and is often called upon by international organizations to share insights on these key issues. She is a strong advocate for the Pacific Region in finding solutions for the decline in Correspondent Banking Relationships in the Pacific. Sieni is a lawyer by profession and holds a Conjoint Degree – Bachelor of Arts and Law from University of Auckland, NZ. She is in her second term as the SIFA Chief Executive Office. Prior to her appointment as SIFA CEO in 2020, she was employed as the Chief Operations Manager – of The Cause Collective New Zealand, a Pacific social change agency based in Auckland New Zealand. She holds the traditional chiefly titles of Tuifaasisina from her mother’s family in Falelatai and the title Toeolesulusulu from her father’s family in Satupuala, both villages on the South West Coast of Upolu in Apia Samoa. Dr Geraldine Spiteri Lucas representing Malta Dr Geraldine Spiteri Lucas President, and Executive Member - Europe Region, and 2023 Conference Director REPRESENTING: Malta Malta Business Registry Geraldine Spiteri Lucas is a lawyer by profession who acquired a Doctor of Laws from the University of Malta and a warrant to practice in Maltese Courts. She also read a Masters Degree in European Studies and Comparative Law. Geraldine was appointed Chief Executive Officer of the Malta Business Registry and Registrar in 2021. Previously to her appointment, she used to head the Legal and Enforcement Unit of the said entity and oversaw its overall function. She also worked for several years in the private sector with a leading Maltese law firm. Conductor Paul Masena representing Botswana Conductor Paul Masena Executive Committee REPRESENTING: Botswana Companies and Intellectual Property Authority (CIPA) Mr Conductor Paul Masena was appointed as the inaugural Registrar General of CIPA in August 2013. He is charged with driving the strategic direction of the Authority and ensuring that CIPA delivers its mandate as per the Companies and Intellectual Property Authority Act, 2011. Mr Masena joined the then Registrar of Companies and Intellectual Property Authority (ROCIP) in 1999 as a Commercial Officer and rose through the ranks to Commercial Officer – Head of Companies and Business Names (2001), Senior Commercial Officer – Head of Copyright Section (2003), Principal Commercial Officer – Head of Companies Division (2007), Deputy Registrar (2009), Registrar (2011), until he become the Registrar General at the newly created parastatal (CIPA). He is credited with putting in place processes that significantly reduced the turn-around times for registering companies in Botswana, spearheading the amendments of the Companies Act, Copyright Act and the Industrial Property Act, and leading the transformation of ROCIP to an autonomous body. Mr Masena has also cemented CIPA’s relationship with international bodies such as the World Intellectual Property Organisation (WIPO), African Regional Intellectual Property Organisation (ARIPO) and the Corporate Registers Forum among others, ensuring that all CIPA activities are based on international standards. A seasoned professional who has extensive experience in both Copyright and Industrial Property, Mr Masena was elected to chair ARIPO Administrative Council from 2009 to 2011. During his tenure as chairperson, ARIPO adopted the Swakopmund Protocol on Traditional Knowledge and Expressions of Folklore, approved a new organogram transforming ARIPO into a more effective organisation and registered a surplus budget. Kenneth Yap representing Singapore Kenneth Yap Former Executive Committee Member REPRESENTING: Singapore Accounting & Corporate Regulatory Authority Mr Kenneth Yap, was formerly the Chief Executive of the Accounting and Corporate Regulatory Authority, Singapore from 1 February 2013 to 31 March 2017. He was in charge of the operations of ACRA which is the national regulator of business entities, public accountants and corporate service providers in Singapore. Mr Yap was a strong supporter and advocate for the Corporate Registers Forum. During his tenure as a committee member, he hosted CRF’s first Technical Workshop in 2015.
