Chin Li Fen representing Singapore Chin Li Fen 2026 Conference Director REPRESENTING: Singapore Accounting & Corporate Regulatory Authority Li Fen is currently the Senior Advisor at ACRA. She previously held the position of Deputy Chief Executive and Deputy Registrar of ACRA for about 8 years, overseeing the Business Registry and Services function, IT and Digital Transformation, and Corporate functions which included Corporate Planning, Corporate Communications, HR and Finance, etc. Upon her retirement, she continues to contribute her expertise in her current capacity. ACRA is the national regulator of business registration, financial reporting, public accountants, and corporate service providers in Singapore, and is responsible for developing the country’s accountancy sector and setting the accounting standards for companies, charities, co-operative societies, and societies. Prior to joining ACRA, she was with the Singapore’s Inland Revenue Authority, and spent several years in tax policy and research, before holding senior leadership roles in customer service function, and corporate development and corporate communications areas. Kenneth Yap representing Singapore Kenneth Yap Former Executive Committee Member REPRESENTING: Singapore Accounting & Corporate Regulatory Authority Mr Kenneth Yap, was formerly the Chief Executive of the Accounting and Corporate Regulatory Authority, Singapore from 1 February 2013 to 31 March 2017. He was in charge of the operations of ACRA which is the national regulator of business entities, public accountants and corporate service providers in Singapore. Mr Yap was a strong supporter and advocate for the Corporate Registers Forum. During his tenure as a committee member, he hosted CRF’s first Technical Workshop in 2015. Ada Chung representing Hong Kong SAR Ada Chung Treasurer REPRESENTING: Hong Kong, China Companies Registry Ms Ada Chung is a barrister-at-law and a Certified Public Accountant. She was appointed as the Registrar of Companies of Hong Kong in August 2007 and has since been heavily involved in the rewrite of the Companies Ordinance, the implementation of the new Companies Ordinance and the introduction of electronic company incorporation and electronic filing of company information in Hong Kong. As a representative of the Financial Secretary, Ms Chung is an ex-officio council member of the Hong Kong Institute of Certified Public Accountants. She also sits on the Financial Reporting Council. Before her appointment as the Registrar, she was a Deputy Law Officer and headed the Civil Litigation Unit of the Civil Division of the Department of Justice.
